Sep 04, 2019 Why would Microsoft think that everyone has security privileges to access Bing for clipart? Why not just provide a clipart file with appropriate images for use with Microsoft Office products-2010 or 2013? My school district doesn't allow students to access anything except Google; therefore, clipart is.
Depending on which version of Office you have, you may be able to use an Office library of clip art, or get clip art from the web.

Insert clip art
In the newer versions of Office, there's no longer a clip art library, but Office still helps you insert clip art.
STEP 1:
Select Insert > Online Pictures
(In Outlook, when you're using the Reading pane, there isn't an Insert menu. Click Pop Out and then you'll see the Insert menu.)
STEP 2:
Type a word or phrase to describe what you're looking for, then press Enter.
STEP 5:
Select Insert.
That's it!
The image is inserted in your Office document.

My school district doesn't allow students to access anything except Google; therefore, clipart is useless. More and more school districts and companies are blocking applications and websites to prevent access to inappropriate images and content. My first and second graders have always loved doing PowerPoints; however, with clipart no longer working, they cannot do these projects any longer. Older students access Google images to get graphics for their projects.
There has been talk about removing Microsoft Office completely, since OpenOffice and Google has free 'equivalent' products. My school district has already removed Microsoft Office from classroom student computers. Only teacher computers and computer lab computers have Microsoft installed. The future of Microsoft Office looks bleak! Their motto must be, 'One step forward, two steps back!'
